Since 1 March 2026 the Clean Energy Regulator requires geotagged, timestamped photos of battery labelling and serial numbers on every STC claim, and uses automated checks to reject the ones that fall short. NSW installs move to the mandatory CER (Consumer Energy Resources) Installer Portal from mid-2026 with CSIP-AUS backstop-enabled inverters, and solar panels not certified to IEC 61730:2023 came off the approved list on 1 May. Solar Victoria's Solar Homes program was for years the most generous state solar and battery support in the country. Since the federal Cheaper Home Batteries Program began, state battery support has been wound back rather than stacked on top, so in 2026 the federal discount is the number that matters on a Victorian quote.
Where a state offers a loan rather than a rebate, we deliberately leave it out of the estimate. A loan changes how you pay, not what you pay, so folding it into a rebate figure would overstate what you actually save. For batteries in Victoria this is now academic: the battery loans are closed. Panel-only support, a rebate of up to $1,400 plus an optional matching loan, continues for eligible households.
The federal discount is applied by your installer at point of sale through a registered agent, so it reduces the invoice before you pay rather than arriving later as a payment.
Victoria sits in STC zone 4, the lowest rating in the country at 1.185. That has no effect on the battery rebate, which does not vary by location, but it does mean a solar system of the same size earns fewer certificates in Melbourne than the same system in Brisbane or Perth.
